The Communist theory of state ownership of industry and capital includes the production of food. The social inequality that Communism sought to destroy was often portrayed through food. The wealthy were fat and healthy, while the poor were starved and hungry. This was to be resolved by the government controlling the food. The government dictated what food was to be grown as well as deciding who was to receive the food.
Unfortunately, this did not work well. Both China and Russia experienced several famines, partly because this policy caused a rapid decline in agricultural production. When food was readily available, the amounts of food distributed were decided by a strict formula. The government created public dining halls to offset this issue. These halls were common in the cities of the Soviet Union and were in most villages in China. People were expected to gather there for meals instead of staying at home and eating with family.
Communism unwittingly created many problems for the people of China and Russia. But like all people, they struggled through the hardships and survived; and managed to eat some interesting dishes along the way.
